Perth's ground changes faster than its suburbs do. The northern corridor and the southern plain are sand over a shallow superficial aquifer; the eastern hills are laterite and granite where water sits in fractures; and the older eastern suburbs sit on the plain but carry housing stock old enough that the retic, not the bore, is usually the reason for the call. Each corridor below says what actually differs.
What the rules are, wherever you are in Perth
Two things apply across the whole metropolitan area rather than council by council. Garden bore users are on the sprinkler roster: two rostered days a week set by the last digit of the house number, once a day before 9am or after 6pm from 1 September to 31 May, with no sprinklers at all from 1 June to 31 August and a A$100 fine for getting it wrong. And bore water is for the garden — the WA Government does not recommend it for drinking where scheme water is available, because shallow groundwater can carry heavy metals and bacteria.
Getting a rig to your block
Access is the constraint that most often changes a quote, and it is a Perth Hills problem far more than a coastal-plain one. A flat Joondalup block with a wide side gate is a straightforward set-up; a Roleystone block with a steep cut driveway and bush to the boundary may not take the same rig at all.
